Regarding city authority on state property: You know those acres of lush green Saint Augustine lawn at the Texas State Capitol building? They stay that way because Austin water ordinances don’t apply. The state just waters and waters and waters through the worst droughts. In my dreams, I sometimes see a guerrilla action where, in the dead of night, flotillas of bulldozers and front end loaders rumble onto the Capitol grounds and tear the whole carpet up.

Then the state Facilities Commission could just go on down to the Lady Bird Johnson Wildflower Center and pick up a load of native grass seed. Wouldn’t that be a great demonstration of Texas pride in our natural environment!
